UNJournal Lee Sung Jun | South Korea's President Lee Jae-myung has used a visit to San Francisco to launch what observers are describing as a concerted campaign of "AI sales diplomacy," holding back-to-back meetings with the chief executives of four of the world's most influential technology companies and laying out an ambitious vision for South Korea's role in the global artificial intelligence industry.
In rapid succession, President Lee met with Dario Amodei of Anthropic, Sam Altman of OpenAI, Jensen Huang of NVIDIA, and Hock Tan of Broadcom — a lineup that reflects the breadth of the cooperation agenda Seoul is pursuing, spanning AI models, semiconductor supply, data center infrastructure, and next-generation chip development.
Korea as an AI Full-Stack Nation
The strategic concept animating the visit is what President Lee has termed an "AI Full-Stack Nation" — a vision for South Korea as a country capable of connecting every layer of the AI value chain, from memory semiconductors and manufacturing to AI data centers, frontier models, and physical AI applications, within a single integrated ecosystem.
In his meeting with Anthropic CEO Dario Amodei, President Lee argued that South Korea is uniquely positioned to serve as a core hub for the company's AI infrastructure in Asia. The case rested on South Korea's world-class competitiveness in memory semiconductors, its established manufacturing base, its data center capabilities, and what officials described as its high technological receptiveness. Amodei indicated he places significant priority on cooperation with Korean companies and expressed willingness to expand collaboration across memory semiconductors, AI data centers, and cybersecurity.
With OpenAI, discussions turned to physical AI, energy infrastructure, and the prospect of designating South Korea as a testbed for next-generation AI devices. Talks with NVIDIA focused on GPU supply, AI data center development, and joint research initiatives with Korean companies and universities. With Broadcom, the agenda covered high-bandwidth memory and the co-development of next-generation AI semiconductors.
The San Francisco AI Declaration
At the San Francisco AI Summit, President Lee formally declared South Korea's intention to become a global AI production base — an "irreplaceable global AI cooperation platform" where the world's technology, capital, talent, and ideas converge. He outlined a vision for South Korea to occupy a core position in the global AI supply chain and to serve as a world-class testbed for the rapid application of AI across industry, public services, and daily life.
President Lee also announced plans to build what he termed an "AI Basic Society" — ensuring that the benefits of AI diffuse broadly across the economy, reaching small and medium-sized enterprises, small business owners, and vulnerable groups, rather than concentrating among large technology players.
On the investment front, the visit produced a concrete institutional outcome: at a subsequent Silicon Valley venture investment roundtable, South Korea's National Pension Service signed memoranda of understanding with six internationally recognised venture capital firms, formalising a framework for investment cooperation. President Lee used the occasion to argue that the Korea-US relationship must expand beyond its security foundation to encompass technology, innovation, and startup collaboration.
Declarations Must Translate into Results
The San Francisco visit marks a notable shift in the framing of South Korea's AI ambitions — from a domestic industrial policy to a globally integrated technology and investment strategy. Analysts and commentators, however, have been quick to note that agreements and declarations are only the beginning.
Whether announced investment commitments translate into operational businesses will require sustained monitoring. South Korea will also need to address foundational prerequisites for realising its data center ambitions — including power grid capacity, specialised human capital, proprietary AI model development, and the cultivation of core technologies developed within the country.
The risk that South Korea remains primarily a semiconductor production base or a consumption market for overseas AI platforms — rather than an originator of AI innovation — is one that President Lee's team appears to be acutely aware of. Building an ecosystem in which domestic startups, universities, and research institutions can generate world-class technologies and companies will require more than high-level diplomatic momentum.
President Lee's San Francisco visit signals South Korea's intention to move from a nation that consumes AI to one that produces AI innovation and connects it with the world. The measure of its success will lie in the speed and substance of what follows.
